Simplifying council planning with customised template solutions

The challenge

The planning approval process in Victoria faced delays and inefficiencies, increasing costs for developers and affecting housing affordability. To address this, the Victorian Government launched the Better Planning Approvals program, managed by the Department of Transport and Planning (DTP).

 

This initiative aimed to streamline planning processes, improve communication, and boost transparency. Hypereal was selected worked with two regional councils to deliver targeted improvements as part of this reform effort.

The solution​

The Better Planning Approvals program included pre-existing solutions that required customisation and delivery.

The process

In collaboration with each council, we assessed the suite of solutions to identify those most suitable for co-design and implementation.

Each council required a different set of solutions customised to address their requirements.

• support materials, including guidelines and templates for customers and staff.

We introduced new solutions to the program, including:

• a pre-application meeting decision tree

• tailored action roadmaps to guide ongoing improvements.

• implementation guides to help adapt and deliver solutions across councils.

Improved access to self-service information reducing customer reliance on phone calls and in-person visits.

Clearer customer expectations on processes and timelines led to higher-quality applications.
